National Oceanic and Atmospheric Administration - Northeast Deputy Regional Counsel

An extraordinary opportunity is available at the National Oceanic and Atmospheric. Administration's Office of the General Counsel (NOAA GC). NOAA GC employs approximately 95 attorneys at headquarters offices in the Washington, DC area and at six regional offices. NOAA GC provides legal advice to the Department of commerce Under Secretary for Oceans and Atmosphere (NOAA Administrator) and NOAA program offices on a wide variety of issues including U.S. and International fisheries, marine mammals, endangered or threatened marine species, preservation of coastal areas, marine sanctuaries, and licensing of commercial satellites.

The attorney selected for this position would join the NOAA GC Northeast Regional Office (GCNE), and would provide legal analysis and advice to the NOAA Fisheries in its development of regulations to implement programs recommended by the NEFMC and MAFMC and approved by the Secretary of Commerce. The attorney also would work closely with the U.S. Department of Justice in conducting research and developing litigation strategies.

Thailand Senior Legal Advisor - Asia-Pacific Programme

The International Commission of Jurists (ICJ) is a worldwide network of judges and lawyers united in affirming international law and rule of law principles that advance human rights.

We are seeking to recruit a Thailand Senior Legal Advisor to be based in the regional office in Bangkok. The Thailand Senior Legal Advisor will be working with a team of international and Thai staff, implementing a hands-on project aimed at strengthening the rule of law and applying international human rights standards in Thailand, with emphasis on addressing security and criminal justice issues in the southern border provinces. The ideal candidate will be a dedicated human rights lawyer with knowledge of international human rights, practical experience of legal advocacy and the legal system of Thailand, and a well-developed network of contacts in Government, civil society, and academia. The candidate will be expected to work cooperatively both Government officials, including from the Ministry of Justice, and local civil society groups and members of the legal community.

RESPONSIBILITIES
Reporting to the Asia-Pacific Programme Director, the Thailand Legal Advisor has the following responsibilities:

  • Implement aspects of the ICJ's Thailand Programme, using the full range of innovative ICJ advocacy strategies and legal interventions, including through public reports, memoranda to government, legal research, trial observations, advocacy in international fora, capacity building and training;
  • Monitor and analyse legal developments concerning human rights and the rule of law situation in Thailand, with particular focus on the justice system in the southern border provinces;
  • Carry our field research missions, especially in the southern Thailand, edit and write human rights reports and legal memos, with particular focus on justice systems and security laws;
  • Assist in strategic planning and preparing work plans and activity reports;
  • Represent the ICJ externally, develop and maintain relations with relevant government agencies, inter-governmental organizations, NGOs and the judicial, legal, academic and human rights communities;
  • Supervise the work of relevant interns of the Thailand Programme;
  • Carry out other, appropriate responsibilities as requested.

QUALIFICATIONS
Education & Experience

  • Minimum 8 years progressive experience as a criminal or human rights lawyer, including at least 5 years relevant work experience in Thailand;
  • A degree in law, preferably from a Thai university. Further academic studies in international law, human rights law or international humanitarian law highly desirable;
  • Admission to practice law in Thailand and experience of legal practice in Thailand are highly desirable, as is other practical legal and advocacy experience at the national level working for the implementation of international human rights standards;
  • Demonstrated commitment to human rights and the rule of law.

Essential Skills

  • Excellent applied knowledge of human rights law and jurisprudence in Thailand;
  • Excellent political judgment and the proven ability to develop and carry out innovative advocacy and legal work;
  • Strong analytical and organisational skills;
  • Proven communication skills and policy experience;

South Asia Legal Advisor - Asia-Pacific Programme

We are seeking to recruit a Legal Advisor for our South Asia Programme, based out of the regional office in Bangkok with significant travel throughout South Asia. This is an exciting new programme of work for ICJ – facilitating networks of judges and advocates, undertaking comparative research and reporting, and developing joint advocacy strategies on key rule of law problems in India, Pakistan, Bangladesh, Sri Lanka and Nepal. Focus issues include combating impunity, strengthening the independence of legal systems, and countering abuse of security and emergency laws. The ideal candidate will be a dedicated lawyer with expertise in international human rights and humanitarian law, practical experience of human rights litigation and advocacy, understanding of the history, politics and law of South Asia, and a well-developed network of regional contacts, including civil society groups, government actors, and the media.

RESPONSIBILITIES
Reporting to the Asia-Pacific Director, the South Asia Legal Advisor has the following responsibilities:

  • Implement the South Asia Programme and report on activities, working closely with other members of the team and with partners in the region;
  • Monitor and analyse human rights and rule of law in the region; research, write and edit legal documents including public reports, memos and briefing papers, press releases and other legal interventions;
  • Organize regional and national workshops and roundtables, undertake trial observations, participate in field missions, and conduct advocacy activities in national, regional and international fora;
  • Represent the ICJ externally, develop and maintain relations with governments, donors, civil society groups, and the judicial, legal, academic and human rights communities;
  • Carry out media work, deliver public speeches and otherwise raise the public profile of the ICJ;
  • Communicate and coordinate with regional partners and the ICJ network including Commissioners;
  • Supervise the work of relevant interns and consultants;
  • Assist in developing work plans, monitoring programme budgets, and fundraising and reporting;
  • Carry out other, appropriate responsibilities as requested.

QUALIFICATIONS
Education & Experience

  • A degree in law. Further studies in international and human rights law highly desirable;
  • 8 years progressive experience as a human rights lawyer, with 5 years in South Asia;
  • Practical legal and advocacy experience at the national level working for the implementation of international human rights standards; litigation experience highly desirable; and
  • Demonstrated commitment to rule of law, human rights and social justice.

Essential Skills

  • Fluency in English with excellent legal research, analysis, writing and editing skills. Fluency in other languages from the region highly desirable;
  • Excellent applied knowledge of international human rights and humanitarian law and relevant regional jurisprudence;
  • Strong organisational skills and ability to coordinate complex projects in several countries with multiple partners;
  • Sound political judgment and the proven ability to develop and carry out innovative advocacy and legal work;
  • Representation and communication skills, experience working with NGOs and media in the region;
  • Excellent interpersonal skills and ability to work as part of a multi-cultural team.
